I can't tell whether this definition defines the answer.

I cannot quite see how this works, but
an anagram of 'chat' is 'acht' which is located in the answer.
'yankee?' could be 'y' (phonetic alphabet: alpha, bravo, charlie etc.) and 'y' is found in the answer.
This accounts for all the letters.
