'aspiring' is the definition.
(thesaurus)

'be greedy about a jewellery item' is the wordplay.
I cannot quite see how this works, but
'jewellery' could be 'pin' (pin is a kind of jewellery) and 'pin' is found in the answer.
'be greedy' could be 'hog' (I've seen this in another clue) and 'hog' is found within the remaining letters.
This accounts for all the letters.
This explanation may well be incorrect...

'to' acts as a link.

(Other definitions for hoping that I've seen before include "Trusting, expecting" , "Desiring with an expectation of success" , "Expecting and wishing" , "Having wish or desire for" .)

I've seen this clue in the Evening Standard.
