'empty' suggests removing the centre.
'around' indicates putting letters inside.
'hotel' becomes 'h' (phonetic alphabet: alpha, bravo, charlie etc.).
'rooms' with its middle removed is 'rs'.
'inspect'+'rs'='inspectrs'
'inspectrs' with letters rearranged gives 'spincters'.
'spincters' enclosing 'h' is 'SPHINCTERS'.
