I cannot quite understand how this works, but
'news' could be 'nn' (the abbreviation for 'new' written twice) and 'nn' is located in the answer.
'charge' could be 'fee' (fee is a kind of charge) and 'fee' is found in the leftover letters.
A single letter 'c' remains which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
