The definition and answer can be both to do with communicating as well as being verbs in their base form.
Perhaps there's a link between them I don't understand?
'how to make a legal' is the wordplay.
'how' becomes 'e' (I can't justify this - if you can you should believe this answer much more).
'to' says to put letters next to each other (I've seen this in other clues).
'make' indicates anagramming the letters.
'legal' with letters rearranged gives 'alleg'.
'e' after 'alleg' is 'ALLEGE'.
