Polish city in Germany provided retreats (7)

Ross

I believe the answer is:

finesse

I'm a little stuck... Click here to teach me more about this clue!

'polish' is the definition.
(both can mean impressive flair or style)

'city in germany provided retreats' is the wordplay.
I cannot really understand how this works, but
'in' is found in the answer.
The remaining letters 'fesse' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for finesse that I've seen before include "isky card play" , "Subtlety and tact" , "subtle tactic" , "Subtly skilful handling of a situation" , "Skilful elegance or expertise" .)

I've seen this clue in The Sun.
