(I have seen 'Irish town' mean 'cavan' so perhaps 'town' could also mean 'cavan')

'trade vehicle following some cars in' is the wordplay.
'trade vehicle' becomes 'van' (vehicle used by tradesmen).
'following' is a charade indicator (letters next to each other).
'some cars in' becomes 'ca' (I can't explain this - if you can you should give a lot more credence to this answer).
'van' put after 'ca' is 'CAVAN'.
