'allowed to' becomes 'let' (I've seen this in another clue).
'slice' becomes 'cut' (synonyms).
'up' says the letters should be written in reverse (in down clue: letters go upwards).
'eastern' becomes 'e'.
'cut' written backwards gives 'tuc'.
'let'+'tuc'+'e'='LETTUCE'
