The answer and definition can be both to do with communicating as well as being present participle verbs.
Perhaps they are linked in a way I don't understand?

'a belt fits around most of gut' is the wordplay.
'belt fits' becomes 'ring' (I can't justify this - if you can you should believe this answer much more).
'around' means one lot of letters goes inside another.
'most of' means to remove the last letter.
'gut' with its final letter taken off is 'gu'.
'ring' enclosing 'gu' is 'rguing'.
'a'+'rguing'='ARGUING'
