Confused two coppers as in a political body (6)

Ross

I believe the answer is:

caucus

I'm a little stuck... Click here to teach me more about this clue!

'political body' is the definition.
The definition and answer can be both groups as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'confused two coppers as in a' is the wordplay.
I cannot quite see how this works, but
'coppers' could be 'cus' ('Cu' can be a synonym of 'copper') and 'cus' is found within the answer.
'a' is present in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for caucus that I've seen before include "Policy meeting" , "Assembly, conclave" , "Political gathering to select a candidate, US-style" , "Small group of like-minded politicians" , "Political assembly" .)

I've seen this clue in the Sydney Morning Herald.
