(I know that court can be written as solicit)

'finally finds nothing within the law' is the wordplay.
'finally' says to take the final letters.
'nothing' becomes 'o' (looks like zero - 0).
'within the law' becomes 'licit' (I've seen this in another clue).
The last letter of 'finds' is 's'.
's'+'o'+'licit'='SOLICIT'

(Other definitions for solicit that I've seen before include "Tout" , "Ask (someone) for something" , "Proposition" , "Ask (favour)" , "Make request (for business etc)" .)
