'distributes around dead-ends' is the wordplay.
'distributes' becomes 'doles' (I've seen this in another clue).
'around' means one lot of letters goes inside another.
'ends' says to hollow out the word (remove centre letters).
'dead' with its middle removed is 'dd'.
'doles' enclosing 'dd' is 'DODDLES'.
