I'm a little stuck... Click here to teach me more about this clue!

'disturbing' is the definition.
The definition and answer can be both to do with contact as well as being present participle verbs.
Perhaps they are linked in a way I don't understand?

'judgement that's very loudly introduced' is the wordplay.
'judgement' becomes 'ruling' (ruling is a kind of judgement).
'that's very loudly' becomes 'ff' (short for fortissimo, 'very loud' in music).
'introduced' means one lot of letters goes inside another.
'ruling' enclosing 'ff' is 'RUFFLING'.
