Although both the answer and definition are singular nouns, I can't understand how one could define the other.

'in an incomplete state' is the wordplay.
'in an' becomes 're' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'incomplete' means to remove the last letter.
'state' becomes 'pa' (abbreviation for Pennsylvania).
'pa' with its final letter removed is 'p'.
're'+'p'='REP'
