I believe the answer is:

rowdiness

'indication of riot?' is the definition.
(rowdiness may lead to a riot)

'excessive speechifying has characters switching places' is the wordplay.
I cannot quite understand how this works, but
'has' could be 'dines' (I've seen this before) and 'dines' is present in the answer.
The remaining letters 'rows' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
