'one' can be an answer for 'figure' (I've seen this before). I am not certain of the 'skimming' bit.

'top off ice cream' is the wordplay.
'top' indicates taking the first letters.
'ice cream' becomes 'ne' (I can't explain this - if you can you should give a lot more credence to this answer).
The initial letter of 'off' is 'o'.
'o'+'ne'='ONE'
