'to' means one lot of letters go next to another (I've seen this in other clues).
'block' becomes 'bar' (bar is a kind of block).
'line for' becomes 'cue' (I can't explain this - if you can you should believe this answer much more).
'be' after 'bar' is 'barbe'.
'barbe'+'cue'='BARBECUE'
'drinks we hear in' acts as a link.
