'in' is the definition.
Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'elves go sailing around spithead?' is the wordplay.
I cannot quite see how this works, but
'spithead?' could be 's' (head letter of 'spit') and 's' is found in the answer.
an anagram of 'elves' is 'vesel' which is located in the left over letters.
This accounts for all the letters.
This explanation may well be incorrect...
