I cannot quite see how this works, but
'support' could be 'second' (I've seen this before) and 'second' is present in the answer.
'juvenile' could be 'child' (child is a kind of juvenile) and 'child' is located in the answer.
'criminal' could be 'hood' (hood is a kind of criminal) and 'hood' is found in the answer.
This accounts for all the letters.
