(I have seen 'Skilled workman' mean 'artisan' so perhaps 'workman' could also mean 'artisan')

'it could be' is an anagram indicator (the same letters could be an anagram).
'being a' becomes 'a'.
'strain'+'a'='straina'
'straina' anagrammed gives 'ARTISAN'.
