Crossword Genius

Licence charge about right with party millions (7)

Ross

I believe the answer is:

freedom

I'm a little stuck... Click here to teach me more about this clue!

'licence charge' is the definition.
'freedom' can be an answer for 'licence' (licence can mean freedom to do something). I'm not sure about the 'charge' bit.

'about right with party millions' is the wordplay.
'about right' becomes 'free' (I can't explain this - if you can you should give a lot more credence to this answer).
'with' is a charade indicator (letters next to each other).
'party' becomes 'do' (do is a kind of party).
'millions' becomes 'm' (abbreviation).
'free'+'do'+'m'='FREEDOM'

Can you help me to learn more?

(Other definitions for freedom that I've seen before include "Lack of restrictions" , "Liberation" , "Liberty, civil liberty" , "Independence" , "Release" .)

I've seen this clue in The Telegraph.
