goose step

I'm a little stuck... Click here to teach me more about this clue!

'march' is the definition.
(goose step is a kind of march)

'bird with budgies and canaries flying north?' is the wordplay.
I cannot quite understand how this works, but
'bird' could be 'goose' (goose is a kind of bird) and 'goose' is found within the answer.
The remaining letters 'step' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

'when' acts as a link.
