'itinerant' can be an answer for 'wandering' (I've seen this before). I am unsure of the 'european' bit.

'one can rave' is the wordplay.
'one' becomes 'i' (Roman numeral).
'can' becomes 'tine' (I can't explain this - if you can you should give a lot more credence to this answer).
'rave' becomes 'rant' (synonyms).
'i'+'tine'+'rant'='ITINERANT'
