Although both the answer and definition are singular nouns, I can't see how they can define each other.

'draw wages in foreign shores' is the wordplay.
'draw wages' becomes 'hire' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'in' is an insertion indicator.
'foreign' is an anagram indicator (foreign order of the letters).
'shores' with letters rearranged gives 'shorse'.
'hire' put within 'shorse' is 'SHIRE-HORSE'.
