(I've seen this before)

'oxygen inside part of flowering plant' is the wordplay.
I cannot really understand how this works, but
'oxygen' could be 'o' (atomic symbol for oxygen) and 'o' is found in the answer.
'part' could be 'anther' (I have seen 'Part of plant ' mean 'anther' so perhaps 'part' could also mean 'anther') and 'anther' is found in the remaining letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
