Paper coverage connected with unions? (8)

Ross

I believe the answer is:

confetti

I'm a little stuck... Click here to teach me more about this clue!

'paper' is the definition.
(confetti is a kind of paper)

'coverage connected with unions?' is the wordplay.
I cannot quite understand how this works, but
'connected' could be 'on' (synonyms) and 'on' is found within the answer.
This may be the basis of clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for confetti that I've seen before include "Bits of paper scattered at festive occasions" , "It's targeted at newlyweds" , "Celebratory paper at wedding" , "Stuff to throw at weddings" , "shower of a union?" .)

I've seen this clue in The Telegraph.
