Crossword Genius

Permanently resume travelling, clamping article to boot (3,4,7)

Ross

I believe the answer is:

for good measure

I'm a little stuck... Click here to teach me more about this clue!

'to boot' is the definition.
Both the answer and definition are adverbs. Perhaps they are linked in a way I don't understand?

'permanently resume travelling clamping article' is the wordplay.
I cannot quite understand how this works, but
'permanently' could be 'forgood' (synonyms) and 'forgood' is present in the answer.
'article' could be 'a' (the indefinite article in English) and 'a' is present in the answer.
an anagram of 'resume' is 'mesure' which is located in the remaining letters.
No letters remain.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for for good measure that I've seen before include "as an extra precaution" , "as finishing touch?" , "as well" , "in addition?" , "Why we calibrate scales" .)

I've seen this clue in The Telegraph.
