'say turned up by bishop' is the wordplay.
'say' becomes 'brew' (I am not sure about this - if you are sure you should believe this answer much more).
'turned' shows that the letters should be reversed in order.
'by' means one lot of letters go next to another.
'bishop' becomes 'B' (chess abbreviation).
'up' in reverse letter order is 'pu'.
'brew'+'pu'+'b'='BREWPUB'
