I believe the answer is:

trouser

(I've seen this before)

'for everyone in eastbourne say in retirement' is the wordplay.
'for everyone' becomes 'u' (Universal film certificate).
'in' means one lot of letters goes inside another.
'eastbourne say' becomes 'resort' (I can't justify this - if you can you should give a lot more credence to this answer).
'in retirement' is a reversal indicator (retire can mean to go back or backwards).
'u' going into 'resort' is 'resuort'.
'resuort' written backwards gives 'TROUSER'.

(Other definitions for trouser that I've seen before include "Pocket (something)" , "Appropriate" , "Pocket (slang)" , "For oneself" , "Our rest (anag)" .)
