I don't know anything about this answer so I can't tell whether this works.

'split by outspoken europeans' is the wordplay.
'split' becomes 'exit' (I've seen this in another clue).
'by outspoken europeans' becomes 'polls' (I can't justify this - if you can you should give a lot more credence to this answer).
'exit'+'polls'='EXIT POLLS'

'from' acts as a link.
