Although both the answer and definition are verbs in their -s form, I can't understand how one could define the other.
'curbs all round you say' is the wordplay.
I cannot really see how this works, but
'say' could be 'state' ('state' can be a synonym of 'say') and 'state' is present in the answer.
The remaining letters 'reins' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
