'Pittsburgh' can be an answer for 'city' (Pittsburgh is an example). I'm not certain of the 'in america' bit.

I cannot really see how this works, but
'eliot' could be 'ts' (TS Eliot) and 'ts' is found in the answer.
'borough' could be 'burgh' (burgh is a kind of borough) and 'burgh' is found within the answer.
The remaining letters 'pit' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).
