'complete outrage' is the wordplay.
'complete' becomes 'end' (complete means to finish or end).
'outrage' becomes 'anger' (I've seen this in another clue).
'end'+'anger'='ENDANGER'

(Other definitions for endanger that I've seen before include "Dan Green (anag.)" , "Threaten" , "Place into peril, jeopardise" , "Put in peril" , "Put someone at risk" .)
