I believe the answer is:

flashed

'tied up' is the definition.
The definition and answer can be both to do with contact as well as being past participle verbs.
Maybe you can see an association between them that I can't see?

'shone the light on a fellow' is the wordplay.
I cannot really understand how this works, but
'light' could be 'flash' (flash is a kind of light) and 'flash' is present in the answer.
The remaining letters 'ed' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).

Can you help me to learn more?

I've seen this clue in the Evening Standard.
