I believe the answer is:

easterlies

'out in winds' is the definition.
'easterlies' can be an answer for 'winds' (easterly winds). I am unsure of the 'out in' bit.

'spring flowers i left' is the wordplay.
'spring' becomes 'Easter' (Easter is part of springtime).
'flowers i left' becomes 'lies' (I can't explain this - if you can you should give a lot more credence to this answer).
'easter'+'lies'='EASTERLIES'
