'start to get riled near' is the wordplay.
'start' becomes 'get to' (getting to is a kind of starting).
'to get' indicates putting letters inside.
'riled near' becomes 'h' (I can't justify this - if you can you should give a lot more credence to this answer).
'getto' going around 'h' is 'GHETTO'.
