(I've seen this before)

'steer for end of march? that's an' is the wordplay.
I cannot quite understand how this works, but
'steer' could be 'ox' (a steer is a castrated ox) and 'ox' is found in the answer.
'an' could be 'a' and 'a' is located in the answer.
The remaining letters 'prad' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
