'a wash and brush up?' is the wordplay.
'a wash' becomes 'clean' (I've seen this before).
'and' is a charade indicator (letters next to each other).
'brush up?' becomes 'sweep' (synonyms. I am not sure about the 'up?' bit.).
'clean'+'sweep'='CLEAN SWEEP'
