'well above the usual level' is the wordplay.
'well' becomes 'spring' (a well is a spring of water).
'above' is a charade indicator (letters next to each other) (in a down clue, some letters go above others).
'the usual level' becomes 'up' (I can't justify this - if you can you should give a lot more credence to this answer).
'spring'+'up'='SPRING UP'
