Although both the answer and definition are verbs in their -s form, I cannot see how one could define the other.

'suffers' becomes 'curs' (I can't justify this - if you can you should give a lot more credence to this answer).
'at' means one lot of letters go next to another (I've seen this in other clues).
'home' becomes 'in' ('he's home' can mean 'he's in').
'curs' put after 'in' is 'INCURS'.
'with' acts as a link.
