'reduced' means to remove the last letter.

'rome' with its last letter taken off is 'rom'.
'angst'+'rom'='ANGSTROM'

(Other definitions for angstrom that I've seen before include "physicist" , "virtually no distance!" , "Microscopic length unit" , "0.0001 micron" , "Wavelength produced" .)
