'terrorist group' becomes 'ira' (I can't justify this - if you can you should believe this answer much more).
'carrying' is a charade indicator (letters next to each other).
'pounds' becomes 'l' (L can represent the monetary pound).
'ira' put after 'l' is 'LIRA'.
