Crossword Genius

The scandal of fees charged in this capital market? (12)

Ross

I believe the answer is:

billingsgate

'this capital market?' is the definition.

'the scandal of fees charged in' is the wordplay.
I cannot really understand how this works, but
'scandal' could be 'gate' (as in Watergate and other formations) and 'gate' is found in the answer.
'in' is within the answer.
This may be the basis of clue (or it may be nonsense).

(Other definitions for billingsgate that I've seen before include "London fish market" , "Swearing" .)

I've seen this clue in The Times.
