I believe the answer is:

tropical

'very hot' is the definition.
(I've seen this before)

'romeo's in local' is the wordplay.
'romeo' becomes 'r' (phonetic alphabet: alpha, bravo, charlie etc.).
'in' means one lot of letters goes inside another.
'local' becomes 'topical' ('topical' can be similar in meaning to 'local').
'r' placed into 'topical' is 'TROPICAL'.

(Other definitions for tropical that I've seen before include "Relating to very warm areas" , "extremely warm" , "April-Oct, unusually humid and very hot" , "Of regions north and south of the Equator" , "Belonging to hot regions" .)
