(I know that deep-fry is a more specific form of the action fry)

'sea fish small ones' is the wordplay.
'sea fish' becomes 'deep' (I can't justify this - if you can you should believe this answer much more).
'small ones' becomes 'fry' (I've seen this in another clue).
'deep'+'fry'='DEEP-FRY'
