'welshman perhaps' becomes 'briton' (I am not sure about this - if you are sure you should believe this answer much more).
'touring' means one lot of letters goes inside another (touring can mean going round).
'outskirts of' suggests removing the centre.
'garish' with its centre removed is 'gh'.
'briton' placed around 'gh' is 'BRIGHTON'.
