Ross

I believe the answer is:

cumbria

I'm a little stuck... Click here to teach me more about this clue!

'english county?' is the definition.
(I've seen this before)

'with latin bandleader recall tune' is the wordplay.
'with' becomes 'cum' (I've seen this in other clues).
'latin bandleader' becomes 'b' (I can't explain this - if you can you should give a lot more credence to this answer).
'recall' is a reversal indicator.
'tune' becomes 'air' (air can mean a piece of music).
'air' back-to-front is 'ria'.
'cum'+'b'+'ria'='CUMBRIA'

Can you help me to learn more?

(Other definitions for cumbria that I've seen before include "Lake District county since 1974" , "Keswick's county" , "Northern county" , "Lake district area" , "County of NW England" .)

I've seen this clue in the Sydney Morning Herald.
