'writers' blocks' is the definition.
The definition and answer can be both to do with social activities as well as being verbs in their -s form.
Perhaps they are linked in a way I don't understand?

I cannot really see how this works, but
'cause' could be 'ra' (Ra is an example) and 'ra' is located in the answer.
'paper' could be 'graph' (graph paper is a kind of paper) and 'graph' is located in the answer.
The remaining letters 'pas' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
