'us university' is the definition.
(I've seen this before)

'zero service inside small room' is the wordplay.
I cannot really see how this works, but
'zero' could be 'o' and 'o' is found within the answer.
'service' could be 'rn' (abbreviation for Royal Navy) and 'rn' is found in the answer.
'room' could be 'cell' (cell is a kind of room) and 'cell' is found in the leftover letters.
No letters remain.
This explanation may well be incorrect...

'in' acts as a link.

(Other definitions for cornell that I've seen before include "University in Ithaca, New York" , "US university" .)
