reversing

'changing direction' is the definition.
(to reverse is to go in the opposite direction)

'vicar? hesitate then sign off' is the wordplay.
'vicar?' becomes 'rev' (reverend).
'hesitate' becomes 'er' (expression used when hesitating).
'then' means one lot of letters go next to another.
'off' is an anagram indicator.
'sign' is an anagram of 'sing'.
'rev'+'er'+'sing'='REVERSING'

(Other definitions for reversing that I've seen before include "Going backwards as in a car" , "Reserving for going backwards" .)
